SUMMARY OF INCIDENT:

 

On 04/19/2024 at approximately 0530 hours, VSP Derby Barracks troopers took a report of a firearm stolen from Ryun King of Barton, VT.  King reported he had discovered the doors to his vehicle open on Main St in Barton, and a Rock Island 1911 .45ACP handgun missing from the vehicle.  Shortly thereafter at approximately 0627 hours, troopers received a report of an abandoned vehicle on Hazen’s Notch Rd in Lowell, near Monteith Rd.  While responding to this complaint, a report was received from Linda Palmer that a Chrysler Pacifica was stolen from Lincoln Ave in Barton.  These two vehicles were determined to be the same.

 

Upon arrival, the vehicle was found to be out of fuel and unoccupied.  Multiple troopers searched the area and detected no obvious sign foul play at nearby residences and camps, but were unable to immediately locate a suspect.  Evidence was recovered from the vehicle, which was then returned to its owner.

 

Later in the day at approximately 1500 hours, a report was received from Garett Draper of Lowell that he had discovered someone had gone through a vehicle of his several miles away on Hazen’s Notch Rd in Lowell Village.  Troopers responded, investigated the complaint, and collected evidence.

 

At approximately 1720 hours, Draper again contacted troopers and reported two persons of interest in the entry into his vehicle were sighted in Lowell Village.  Several troopers responded to and flooded the area.  One individual was immediately located and identified as Jamie Hoben of the Barton area.  While a trooper spoke with Hoben, additional troopers searched the area for a second individual whom VSP dispatch was receiving several calls regarding.

 

While searching the area, a trooper was flagged down by a young boy who reported his bicycle was stolen by a female party.  Shortly thereafter at approximately 1745 hours, troopers received a call from Amy Tetreault reporting the individual had entered their car on Hazen’s Notch Rd, defecated and urinated in it, and was attempting to steal a UTV from their yard.  Troopers shortly thereafter located and detained Alexis Pelletier in connection.

 

Subsequent investigation revealed Pelletier is suspected of stealing the firearm and vehicle overnight in Barton, before traveling with Hoben to Hazen’s Notch where the vehicle ran out of gas.  Pelletier is then believed to have buried the firearm in the area of Monteith Rd.  Troopers search this area but were unsuccessful in locating it.

 

Pelletier is then suspected of having stolen the juvenile victim’s bicycle from a yard, and Hoben is suspected of having entered Draper’s vehicle, and is believed to have stolen a window breaker tool from inside.  Pelletier is then suspected of entering the second vehicle, urinating and defecating in it, and attempting to steal a UTV causing damage to the ignition.

 

The juvenile’s bicycle was located and returned.  The stolen firearm is still outstanding, and residents of the Hazen’s Notch/Monteith Rd area are advised it may be located buried in a wooded area an unknown distance off the roadway.  A search for the firearm will continue over the weekend.

 

Ultimately, Pelletier and Hoben were issued citations to appear in court on 06/18/2024.

 

The investigation into these incidents is still active and ongoing and the law violations cited are considered preliminary.  Residents of the aforementioned areas of Barton and Lowell are advised to be alert for evidence of similar activity, and anyone having information which may further this investigation is asked to contact the VSP Derby Barracks, attn. Trooper James Gallup or Sergeant Daniel Lynch.

SUMMARY OF INCIDENT:

Two Vermont State Police troopers rescued a man from dangerously cold water Friday morning, April 19, 2024, after his canoe capsized on Holland Pond in northeastern Vermont.

 

A witness called police just before 11:20 a.m. and reported seeing a capsized canoe and a person in the water waving for help more than 150 feet from her location at a private residence on North Shore Road. The man, who was not wearing a life vest, was clinging to the overturned boat. Strong winds and waves were pushing the man further from land.

 

Detective Trooper Steven Fauteux and Trooper James Gallup, accompanied by a crew from Newport Ambulance, were the first to arrive on scene, within about 15 minutes of the call. Trooper Gallup donned a life vest, entered the water, and swam toward the overturned boat. Detective Fauteux, meanwhile, located a pedal-powered paddleboat at the private residence, removed several protective tarps, launched the boat with assistance from an EMS crew member, and pedaled out to the middle of the lake.

 

Trooper Gallup was first to reach the victim, later identified as 37-year-old Kevin Foerster of Barre City, and helped him stay afloat until Detective Fauteux arrived. Trooper Gallup and Foerster grabbed onto the paddleboat, and Detective Fauteux began pedaling back toward shore, where a crew from the Derby Line Fire Department had arrived and launched a rescue raft.

 

“You good, sir?” Detective Fauteux asked the victim, as captured on a recording from the trooper’s body-worn camera.

 

“I’m cold,” Foerster replied.

 

“I’ll pedal as fast as I can. The boat’s coming,” the detective said.

 

The paddleboat rendezvoused with the rescue raft, where the Derby Line crew and a game warden from the Vermont Department of Fish and Wildlife brought Foerster and Trooper Gallup aboard and returned them to shore. The crew then returned to the paddleboat, brought Detective Fauteux aboard, secured the paddleboat and motored back to land.

 

Foerster was evaluated by rescue as a precaution. A dog that was with him in the canoe drowned before first responders arrived.

 

The Vermont State Police was assisted in this incident by members of Newport Ambulance, the Derby Line Fire Department and the Vermont Department of Fish and Wildlife.

On 4/18/24 at approximately 1439 hours, VT State Police were notified of a domestic that occurred at a residence in the town of Sutton. Through investigation, Troopers learned Lucien Riggie had thrown knives at a member of the household and threatened to burn the house down. Lucien was taken into custody and brought back to the St Johnsbury barracks where he was processed and held on $10,000 bail for the charges of 1st Degree Aggravated Domestic Assault, 2nd Degree Aggravated Domestic Assault, Violation of Conditions of Release, and Offense Committed within the Presence of a Child. Lucien was also charged with Unlawful Mischief as a result from damage he caused to a car at the residence.

 

On 4/19/24 Troopers continued to investigate the incident and learned of a previous domestic assault that occurred in mid-March. The investigation concluded with Lucien being charged 2nd Degree Aggravated Domestic Assault, Violation of Conditions of Release, Offense Committed within the Presence of a Child, and Interference with Access to Emergency Services from the incident in mid-March.

 

Lucien was flash cited to appear at Caledonia County Criminal Division on 12/19/24 at 1230 hours.

SUMMARY OF INCIDENT:

For the week of Wednesday, April 10, 2024 through Tuesday, April 16, 2024, the troopers of A Troop cited the following individuals on suspicion of driving with a criminally suspended license:

 

Trooper Pearson - 24A4002818

Justin Gravelle, 29 of Bradford,  was stopped on US RT 5 / VT RT 25 in Bradford and was arrested on 4/14/24 for DLS.  in Bradford. He is cited to appear in Orange County Court on May 15, 2024.

 

Trooper Pearson  - 24A4002702

Jeremy Bush, 45, of Sutton was arrested on 4/10/24 for DLS  on Tulip St in Lyndon.  He is cited to appear in Caledonia County Court on June 17, 2024.

 

Trooper Pearson  - 24A4002547

Jayj Bailey, 21, of Lyndon  was arrested on 4/7/24 for DLS  on US RT 5 / South St in  Lyndon. He is cited to appear in Caledonia County Court on May 13, 2024.

Paul Turcotte, 32, of Morristown was stopped on 4/17/24 on Bridge Street in Morrisville. He is cited to appear in Lamoille County Court on May 15, 2024.

SUMMARY OF INCIDENT:

 

On 04/18/2024, at approximately 1320 hours, Troopers from the Royalton Barracks responded to a single motor vehicle crash near 2973 VT Route 100 in Stockbridge, VT. The operator was later identified as Randy J. Brouillard (58), of Bridport, VT. While interacting with Brouillard, Troopers observed signs of impairment and subsequently placed Brouillard under arrest. Brouillard was transported to the Vermont State Police - Royalton Barracks, where he was processed and released with a citation to appear in court on 05/07/2024 at 0800 hours in White River Junction.

SUMMARY OF INCIDENT: On the above date and time, a Deputy with the Lamoille County Sheriff's Department was called to a suspicious vehicle in the parking lot of Maplefields, in Johnson. The vehicle was found to have been stolen out of Montgomery earlier in the day by an unknow individual. A description of the suspect was gathered by law enforcement, and moments later a Warden with the Vermont Warden Service located the suspect walking on Route 100C near School Street. Troopers responded and identified the female suspect as Alexis Pelletier, 28, of St. Albans. Pelletier told Troopers that she stole the vehicle. She was arrested and ultimately released with a citation ordering her to appear at the Lamoille County Superior Criminal Division at a later date.

SUMMARY OF INCIDENT:

     On April 16th 2024, at approximately 2143 hours dispatch received a report of an assault on Buck Hollow road in the town of Fairfax. Information from the victims and witnesses revealed that Kole Ovitt had caused serious bodily injury to a male at a neighboring residence following an altercation. Ovitt was flash cited on April 18th 2024, to appear in the Franklin County Superior Court- Criminal Division on April 19th 2024, at 1300 hours.

     On April 18, 2024 at approximately 1930 hours, State Police were advised of a family disturbance in the town of Richford, VT. It was determined that Raven Hendrix (age 23) had assaulted another individual inside the home. He was taken into custody at the scene without incident, and transported to the Saint Albans State Police barracks. He was later lodged at the Northwestern Correctional Facility for the charge of 2nd Degree Aggravated Domestic Assault. He is ordered to appear in Vermont Superior Court in Saint Albans on 4/19/2024 at 1300 hours.

SUMMARY OF INCIDENT:

On April 1, 2024, the Vermont State Police Bureau of Criminal Investigations and the Vermont Department for Children and Families began an investigation after receiving a report of child sexual abuse called in by a mandated reporter.  According to the results of the investigation, Skylar K. Lawder, 24, of Swanton sexually assaulted a female under the age of 16  back in January 2024.

Lawder was arrested by the Vermont State Police on Thursday, April 18, 2024, on a charge of Sexual Assault and Lewd and Lascivious.  He was ordered jailed and held on $10,000.00 bail and is due to appear for arraignment on April 19th, 2024 at 1300 hours in the Criminal Division of Vermont Superior Court in St. Albans.

No further information is available at this time. The affidavit of probable cause will be filed with the court and made public following Lawder's arraignment.

SUMMARY OF INCIDENT: On the above date and time, Troopers from the St. Johnsbury Barracks responded to a trespassing complaint at the Mt. Pleasant Trailer Park on Avenue A in St. Johnsbury, Vermont.  A male later identified as Keith Lapierre (35) was trespassing on private property and refused to leave.  Prior to Troopers' arrival, he fled into a nearby wooded area but was located shortly thereafter.  Lapierre provided a false name to law enforcement to deflect the investigation and was also found to be in violation of his court order conditions of release.  Furthermore, Lapierre had an active warrant for his arrest.  Lapierre was taken into custody and processed at the St. Johnsbury Barracks.  He was later released into the custody of the Department of Corrections at the Northeast Regional Correctional Facility.
