Applicant Briefings Scheduled for Federal Disaster Declaration

 

WATERBURY, VT – Governor Phil Scott announced today that a federal disaster declaration has been signed for communities in Addison, Bennington, Caledonia, Orange, Rutland, Washington, and Windsor counties.  Those seven counties suffered substantial damage during flooding from June 29 to July 1.

 

Town leaders should start the reimbursement process at applicant briefings, which will begin next week:

 

  • Thursday, Aug. 24 at Northeast Vermont Development Association office, 36 Eastern Ave., Suite 1, St. Johnsbury at 10:30 am
  • Friday, Aug. 25 at VTrans District 4 office, 221 Beswick Drive, White River Junction at 10:30 am
  • Tuesday, Aug. 29 at the Vermont Department of Public Safety, 45 State Drive, Waterbury at 10:00 am
  • Wednesday, Aug 30 at VTrans District 3 office, 61 Valley View Drive (off Route 4) in Mendon at 10:30 am

 

The briefings will outline the requirements for receiving federal awards and maximizing eligibility of repairs. Vermont Emergency Management, Agency of Transportation District personnel, and the Federal Emergency Management Agency (FEMA) will guide them through the application process.  For more information on the briefings towns should call Ben Rose or Kim Canarecci at VEM at 800-347-0488.

 

The Public Assistance disaster declaration allows communities and public utilities in those counties to receive 75 percent federal reimbursement for storm response and recovery. Those costs include debris removal and repairs to public roads, bridges, and other infrastructure with damage resulting from the storm.

On August 16, 2017, at approximately 1838 hours, Troopers assigned to the Williston Barracks were on Interstate 89 performing a directed patrol to reduce speeding as well as distracted and aggressive driving. At this times, Trooper observed a sedan traveling within the I89N construction zone in excess of the posted 55 MPH speed limit. The vehicle's speed was registered at 77 MPH, 22 MPH over the reduced speed limit, and the vehicle was stopped for a violation of Title 23 VSA 1004.

 

Troopers identified the vehicle's operator as Megan Trippany of Enosburg Falls. During the course of the stop, marijuana was located and weighed in excess of 1 ounce. Trippany was subsequently taken into custody for possession of marijuana and transported to the Williston State Police Barracks for processing. Trippany was later released on citation to appear in Chittenden County Superior Court, Criminal Division, on September 26, 2017 for the charge of Possession of Marijuana.

SUMMARY OF CRASH: On 08-16-17, at approximately 1908 hours, Vermont State Police responded to a single vehicle crash on US Route 5, in the area of Snake Rd., Newbury VT. The operator, Arne Tonnessen, reported that as he was traveling south, on Route 5, a white single cab Chevy pickup truck entered his lane while traveling north. Tonnessen said that he could see the driver of the Chevy operating a cell phone as that vehicle entered into his lane. Tonnessen subsequently swerved to avoid a collision and as a result exited the roadway. Tonnessen's vehicle struck a guardrail and came to  rest in vegetation. He was treated by EMS on scene and reported no injuries.

Kennedy-Foglio was later released with a criminal citation to appear in Vermont Superior Court, Windham Criminal Division, on September 19th, 2017 at 0800 hours to answer to the above charge.

SUMMARY OF CRASH:

On 08/16/17, the Vermont State Police, the Bradford Police Department, and the

Department of Motor Vehicle Commercial Vehicle Enforcement Unit responded to a

four vehicle collision. The collision occurred on Waits River Road near Chase

Hollow Road in Bradford. Members of the Bradford and Corinth Fire Departments

and Upper Valley Ambulance responded as well.

 

Investigation revealed that Garrett Thrasher was traveling north on Waits River

Road, operating a three axle dump truck. Garrett Thrasher passed Chase Hollow

Road and was going around a right hand curve. A short distance ahead there were

several vehicles in the northbound lane which had stopped due to a road side

mower that was partially in the lane.

 

Garrett Thrasher was unable to stop in time, so he attempted to drive towards

the southbound lane. The front passenger side of Thrasher's truck grazed the rear

driver's side of Brittany Driscoll-Cray's vehicle. Brittany Driscoll-Cray was the rear most vehicle stopped.

Thrasher's vehicle then side swiped the vehicle being operated by Jerome Friedman who was traveling south.

Thrasher then struck the rear end of the vehicle being operated by Christine Davis-Jeffers. Davis-Jeffers’ vehicle

was stopped directly in front of Cray's vehicle. The impact pushed Davis-Jeffers’ vehicle off the road.

The front end of the vehicle struck a rock ledge. Garrett Thrasher was able to bring his vehicle to rest a short distance

up the road in the southbound lane.

 

One of the occupants in Davis-Jeffers’ vehicle was transported to Dartmouth Hitchcock Medical Center for an arm injury.

There were no other injuries reported.

SUMMARY OF CRASH:

On 8/16/17 at approximately 1300 hours, Vermont State Police were dispatched to a tractor trailer unit fire in the vicinity of MM153 on I-91 North in the Town of Glover, Vermont. Upon arrival State Troopers observed the tractor trailer in the roadway, on fire. The operator was seen by Barton Ambulance, but refused treatment. The north bound lanes of the interstate are currently closed from MM 152 and vehicles are able to exit the interstate at exit 24, while the roadway is cleared. An updated press release will be issued once the roadway is clear and the interstate re-opens.

**UPDATE**

I-91 has been re-opened for traffic through exit 24, and is clear of debris in one lane. Regular traffic may resume.

Currently, there's no estimate on the duration of this incident, but will likely be several hours still.  Northbound traffic will have to exit in Lyndon and use detour along Route 5.  The Agency of Transportation (VTrans) is assisting with warning signs, and with clearing the roadway.   Specific details on the fire are not yet available and updates will be provided when available.

 

Motorists should expect delays in the area, or seek alternate routes. Please drive carefully.

During this patrol the Trooper stopped an operator, later identified as Austin J. Hurley, for travelling 97 miles per hour in a posted 65 mile per hour speed zone. Hurley was charged with Negligent Operation, and ultimately released with a citation to appear at Vermont Superior Court, Criminal Division on October 16, 2017 at 0830 hours.

SATURATION PATROL

 

On 08/16/2017, during the late-day hours, Troopers from the New Haven Barracks conducted a Saturation Patrol on 22a in the Town(s) of Addison, Bridport, Panton, and Shoreham. The purpose of this patrol was to focus on speed violations, operator’s use of hand held devices while driving, ensure seatbelt use and promote driver safety and education.  As a result of the Directed Patrol, 10 vehicles were stopped resulting in 3 Vermont Civil Violations (traffic tickets) and 7 written warnings being issued.

 

These high visibility patrols will be continuing throughout the Addison County area in an effort to improve safety on public roads.

Press Release – Highway / Traffic Notification

 

Interstate 91 north at mile marker 153 in Glover is closed due to a tractor-trailer fire.  This is between exits 24 in Lyndon and 25 in Barton. 

 

Currently, there's no estimate on the duration of this incident, but will likely be several hours still.  Northbound traffic will have to exit in Lyndon and use detour along Route 5.  The Agency of Transportation (VTrans) is assisting with warning signs, and with clearing the roadway.   Specific details on the fire are not yet available and updates will be provided when available.

 

Motorists should expect delays in the area, or seek alternate routes. Please drive carefully.

SUMMARY OF CRASH:

On 8/16/17 at approximately 1300 hours, Vermont State Police were dispatched to a tractor trailer unit fire in the vicinity of MM153 on I-91 North in the Town of Glover, Vermont. Upon arrival State Troopers observed the tractor trailer in the roadway, on fire. The operator was seen by Barton Ambulance, but refused treatment. The north bound lanes of the interstate are currently closed from MM 152 and vehicles are able to exit the interstate at exit 24, while the roadway is cleared. An updated press release will be issued once the roadway is clear and the interstate re-opens.

PASSING OF CORPORAL DANIEL MARCELLUS

 

August 16, 2017 / Waterbury, VT - Thomas D. Anderson, Commissioner of the Department of Public Safety and Colonel Matthew T. Birmingham, Director of the Vermont State Police, regret to announce that Corporal Daniel Marcellus passed away peacefully at his home last evening after a courageous battle with brain cancer.  He was surrounded by his family and loved ones.  Colonel Birmingham said, “Corporal Marcellus was a dedicated member of the state police for many years and he was taken from us far too soon.  He served the people of Vermont honorably and will be greatly missed by every member of the state police.  Our thoughts and prayers are with the entire Marcellus family during this time of difficulty.”

Through investigation, it was determined that the at-fault operator was displaying signs of impairment. The operator was identified as Andrew R. Ouellette, age 36, of Castleton, Vermont.

 

Ouellette was taken into custody and transported to the Vermont State Police barracks, where he was processed for DUI #2 Refusal. Ouellette was cited to appear in Vermont Superior Court, Criminal Division on August 28th, 2017 at 0830 hours, to answer to the charge of DUI #2 Refusal, and was later released.

conditions of release. Pike left the scene prior to being taken into custody for
the violations.  Pike arrived at the New Haven Barracks on August 15, 2017 where
he was fingerprinted and photographed and released on a citation to appear in
Addison County District Court on September 25, 2017 to answer the charges of
Driving with a criminally suspended license and violating his conditions of
release.
